Turn off all the lighting in your scene, select whatever shaders you want to show up as full bright with no lighting in your render and set the ambient colour to white.

They might have been talking about the image mode "Lab Colour" which uses lightness as a colour channel. I've seen that used to even out the lighting of an image before.
