Indeed, most of the time this is the best setup to use. However I have noticed that having chrome running with a twitch stream on the side for example can still impact the performances.

Until you run out of memory, it's normally not an issue. There is a limit on memory bandwidth, so you cannot quickly swap in and out tons of high resolution textures without streaming issues.

Streaming and conventional multiplayer is probably a recipe for disaster without an aweful lot of work to mitigate the issues that would arise. I'd say Red Orchestra probably very deliberately dodged that bullet.
