If you mean redundant geo that is hidden under clothes, then yes. If parts of the naked character will never be seen underneath clothing /armour/etc, then it makes no sense to keep the geo. It is wasteful, unnecessary, and could become a skinning nightmare as well as a headache to deal with penetrating geo.
Why do you even sculpting it ? I just used cloth sim inside 3ds max to create that hanging cloth piece. Dunno what it is, I just made knee long coat. But hazmant suit shouldn't be much diffrent on the base principle.
The cloth texture wouldn't have that much weave detail for that distance unless it was really heavy weave. Even so, try scaling up the UV's or blurring the cloth texture a tad. Also highlights and shadows on your textures would add alot of life to them.
I have tweaked the clothes to a point I like right now. I have noticed some things that I want to still change, but I'm going to work on the hair and eyeball first before I go back to the clothes again, because I want to do the skin too.
I have to agree with matthewjvia on that one. I think the soldier's clothes are quite realistic in fact but the rather flat shaded and unrealistically stretched head makes for a rather odd contrast. Your hard surface and cloth skills are definitely up to scratch but the organic texturing is one area for future improvement.
Some updates... made some changes on anatomy and started to make some clothes in marvelous: i feel like i should work more on the face and improve the hands so after i blockout the basics for the clothes i will keep working on that! Here is the marvelous part:
Done with the redesign of the MCs clothes, toned it down a little and added sleeves. Hair is also done. On to retopologizing and baking! Still missing some shoes, the whole process is a little more complicated this time since we want her to be able to switch clothes during the game.

the adjustments that ive made so far (not many) is that i have thickened the wrist which was a good suggestion and have added more cloth wrinkels below the shorts band - although i dont want to mess with the cloth to much as i will have to rig and animate this charecter.
For cloth folds, try taking a few pics of diferent types of cloth in diferent hanging states and use them for reference. Like a bedsheet draped over a chair for example. Your models are looking cool, I can see huge improvement from the 1st to the last
