Looks to me that MR is using a different repair than the viewport so the normal map looks flipped. Not familiar with Maya, but you probably have an option to flip the green channel of your normal map (+Y or -Y) in the texture node or something.
damn.... trying to fix mr potato head into something better, hoping its starting to look more like him since i had to pretty much redo most of the primary shapes, still i dont think its there yet.

Relax won't change anything, unless you have overlaps or double faces or some other pathological (to the baker) situation. Are you hiding all the faces of the low-poly object in its sub-object mode? MR requires this for proper baking.
more work on mr. Najno. I moved/reduced his deltoids and got rid of their unnecessary crease, I fixed up the forearm a bit, and beefed up his chest significantly. Crits are welcome, in fact I WANT THEM. BADLY.
