I'm back and I've brought ART! I managed to get a few assets to a presentable level of "finish" during some time off of work. However, I have to revisit them before I call them "done". Yes I see your points, the general composition I've decided on is that the spaceship crashed through the ceiling but not all the way so bits of it are hanging through a hole in the ceiling which is also where the lighting for the scene comes from. Continuing to block stuff out and shuffling placeholders around to find a balance without making this scene look to busy. I'll start working on the bikes later on once I've done modeling base mesh for these big assets first. -

as to the original question one technique you can use in photoshop is clone the layer you want to blur blur the original layer (or not) run a high pass filter over the cloned layer and set blend mode to soft light add a layer mask to the sharpening layer fill with black and use it to paint back in the sharpness. -
