The mesh was probably scaled in object space at some point. A quick way to check for this is to select your object, select the scale tool, right click the scale button to bring up the Transform Type-in and check to see if everything is set to 100. After you've hit "Accept" you should have the FiberMesh as a separate SubTool. You could then go into the SubTool and use the transform widgets to move the hair strands to your sphere. Roots are automatically masked out when deforming a FiberMesh SubTool, so that it will look like the tips are pointing at the transform… -

okay i think I have solved it. sometimes even after you apply all transforms, it does not alwys work. it's a bit like in max where you have to attach your object to a cube to fully reset xform its not entirely logical here though, I did make it a single user in materials object and data also. not sure if this was the fix… -
