the bake in the lastrender looks good but it might not be good ingame or realtime shader u should select the drum and assign smooth at 45 then select the indents alone and assign again, (i think the 45 will be enough) then bake -

After reading up on all that stuff Rick posted and then some. I think I might have a usable set of 45 tiles used to make a 150 tile scene. I am not sure if that is low, high or right where it should be? 45 tiles. -

So the 45 vertex normals had to do with how the normals were projected, by having the normals at 45 degrees you are able to use them on angles other than 90 degrees. Think about it as a workaround to project the normals flat (since the edges are masked off) -

my only tip is when you render it to a alpha texture do it at a 45 ° angel so that the lines run perfectly vertical and horizontal than map it onto your geometry minus the 45° angel and you got Jaggies less alpha :) -

for character stuff i tend to use a FOV of 30-45, going over 45 tends to give a really distorted look, well atleast with female characters i've noticed. i dont remember if that will help or worsen the z-fighint issue tho. -

Again, your edges are not at 45 degrees. You should use the height to normal world units filter in substance or render some normals in something like max to get those 45 degree angles. You can also adjust the strength of your normal inside unreal but that takes some trial and error. -
