I was having this exact problem, and what fixed it for me was reverting to an older version of UDK. Switched from the current one to 6383 (August 2010) and it ran much smoother on my machine... just something to try, as long as you don't need any features that have come out in the last few months.
Tessellation is so wasteful I doubt many games will use it beyond specific cases until a optimized version of it can be found. and also, when i try to got to the 3d viewer with it to see what's going on, it gives me this "invalid function parameter 'msh': the mesh default has an UV face (5383) pointing to a non-existent vertex 602224." Does that point to a problem with the low res mesh? or did zbrush screw up my high res?
My first ever completed Sculpt.wee Final sculpt is about 4mil but my computer can't handle something above 150k so I might have lost some small details,anyway I'll just do those manually for the normal.I'm just happy I was able to project it right somehow on my low poly which is at 1583 tris.

I'm having a hard time finding the Qualified Vendors List for the i7-3770k. Really, you shouldn't have a problem with the RAM, more likely the MoBo.
