I have a problem with spinner snaping values up to 1,0 or higher when I try to use the value 0,6. Here's a shot of my settings: I have no idea how to force Max to set proper value I want :(

My guess would be Fall of 2016. I'm pretty sure Fallout 3 and Skyrim both had about a year or more between being announced and then release, but you never know.
what version of mudbox? 2016 fixed issues with painting on low poly objects you can try going to Windows->Preferences and go to the paint section and turn on 'Paint on overlapping UVs'
