Firstly, what version of UDK are you using? Secondly, how many landscapes do you have in your scene? As far as I'm aware, that dropdown box is merely for swapping between your created landscapes for editing.
Open Maya Go to Paint Effects. Choose a grass Brush. Paint some grass. Save your image out. WHAMO! Grass billboards! For hair: Repeat for Hair billboards, but swap grass brush for hair brush.
Infact the lighting was just to give an atmosphere, I prefered to focus on the assets ^^ Anyway with the new disposition and the new elements in the scene, it will be totally different. The torchs will be swap for lanterns and candles. Then plants and drape will bring a new touch too ;)
MIP maps should always be enabled, however you can control when they are swapped in with a bias. You can also use better filtering algorithms than the box filter to get less blurry MIP images.

Last update for a bit, nearly done with the helmet maps. Swaying between doing one more set, or just improving this one... I'll probably just keep improving this one though.
3 is my favorite. 4 is very close though. One thing I would suggest is maybe alter the hanging cloth pieces to be different than 3 (or at least color swap it)

Until you run out of memory, it's normally not an issue. There is a limit on memory bandwidth, so you cannot quickly swap in and out tons of high resolution textures without streaming issues.
holy shitballs this game looks so good! Its nice to see that they introduced new gameplay mechanics...swapping characters on the fly like that looks like it could be fun. That city is huuuuuge.
