The values are likely stored with the tool itself, so dynameshing shouldn't lose that data (Tool: Export: Scale?). It should automatically scale back to the correct size on export, which is why you don't have to compensate.
You'd lose the subdivision levels, but you might be able to preserve the detail (high res + projection). You could also try duplicating the sculpted detail, dynameshing at a lower rest, subdividing, and then using project all.

I see, fair enough then! Welcome! Personally, I'd probably redo the belt, just to clean it up. But I think you could just fix it with dynamesh and the trim curve tools. It's just the edges.
I'd recommend working at a lower subdivision and work out the big shapes and forms more. It seems like you didn't make much progress before adding a subdivision level [or increase the dynamesh resolution].
You could try and decimate the 2 subtools and then dynamesh or zremesh them, reproject back the details, then merge. Just remember to duplicate your subtools first if something goes wrong you've got a backup.

No you can't reference in external tools. There are some things you can do to decrease file size however: clearing masks, deleting morph targets, clearing polypaint, creating subD levels for dynameshes.
