Have you tried baking in 16 or 32 Bit? I guess 3dsmax adds this noise to 8bit normalmaps to reduce the banding effect.

1min / 16 max should be enough, no more than 4min/16max. personally i use Xnormal (best free program ever!)

Make sure the nodes you use to build your height map have thie format set to 16 bits.

To avoid the stepping, render in a higher precision format, like 16 bits. You can try Tiff, Hdr, Exr.
