When you think about it... it almost looks a bit like a fir, with a gravity value of -2 ! So, have a look at how people do firs, then do something similar.. but upside down! ^^

It's lots of really fine lines. You could probably paint something. Or model it in 3d if you wanted to. using a paint based tool to scatter objects over a spline might work too. If you're using maya you could use paint FX
