It's a good base start before collapsing verts for triangles. Just a quick way of getting body and other extrusions before optimisation.
That's not a functionality in blender, in fact it's simply a total lack of ngons support :> I tried to replicate the effect using macros in max, no success so far. But I'm sure it's possible with enough maxscript knowledge.
