As far as I would see the only things the tech artists should feel obliged (but still not have to) is the instructions for use of the scripts and tools that the tech artists built for the team while working on the project. I don't know... sounds like a recipe for disaster :( I mean you could have all the tech docs in the world but without someone that can interpret them properly and apply the knowledge therein to solve the problems at hand, then what use are they?
