Google 3ds Max Normal Map baking...there are myriads of tutorials to find...some of them here on Polycount...also have a look at the Polycount Wiki...should be helpfull, too.
Merge or group the high-poly stairs and dirt mesh, and use that as the high-poly reference when baking to a low-poly mesh. The how-part of the bake depends on what application you're using.
