No, Looptools is a different script :) The BSurfaces GPL edition is a more immature version of the commercial script above and it comes with Blender :) You can eatch videos on it HERE (the name of the script changed to BSurfaces at some point)

@Zablorg < is the HTML entity for "<" (less-than), no equal. So replacing that piece with less-than and refreshing the script in the Script node makes it run (screen from 2.79):
I made a script called fastloop which does something similar to this. It allows you to loopcut and slide just by left clicking and moving the mouse.
