wisptis is the tablet service of windows which is one of the responsible things for the annoying parts of the tablet features. It could be that it gets restarted because of your mouse.
Yep, this is exactly what I've done. I've turned off all Flicks, all the Tablet PC stuff I can find in every section of the Control Panel, and disabled the service (and turned it's startup type to disabled).
