Number 1 I've already written as a MEL script (currently at work tho so I can't release it without clearance - I wrote a similar thing for Max though, which is available). It's not much more than 200-300 lines of code, and probably could even be optimised more - also I'm pretty sure there are other scripts out there…
I agree with what's been said. Most of that stuff already exists or would be easy enough to script. Here's a very basic texel-density script I've written that someone might want to improve upon.
