I'm pretty sure they busted the actual earthquake machine using the equipment he would have had. The bridge was just to show the mechanism in action wasn't it? (nothing at all happened in the building they tried to replicate it with)
I remember they gave the earthquake machine a test on Mythbusters and managed to find the harmonic resonance of a massive bridge that they'd attached their 1kg machine to and got the whole thing vibrating, showing in their typical not very well researched or tested fashion, that Tesla's concept was theoretically sound.
I don't doubt that the whole thing about an entire neighborhood having to keep shit from falling off the shelves thing was probably exaggerated, but I also don't doubt Tesla's resonator thing could have caused some noticeable shit.
