Capcom has a history of fucking around with a bunch of the Clover people, even before the studio existed. I think they were already planning to break off anyways. This might just be Capcom's way of covering up that Clover chose to leave.

Clover was launched with 64 people, but Capcom has just stated that they've brought "the remaining" 15 people back. So most of Clover was already gone. This bodes well for possibility of Inaba, Mikami, and Kamiya forming a new studio.
