Out of the box even I dont like it Max has a very modeling oriented UI and workflow. Everything ties together, modifiers are made to work with each other. Yeah I'd agree that these programs are very convoluted, Maya in particular has been a byzantine labyrinth of epic proportions right from the beginning, not the least since it started life as a merger of a bunch of formerly standalone products from different companies.
