There's no real way to do a fullbright Tangent space pass, unfortunately. By the time this shader has access to the surface normals, they've already been converted to world space. The only thing i can think to do instead, i guess, is to add an entry to the shader for emissive, so you can load the tangent space into there…
This is largely impossible, as you can't bind hotkeys to shader values in Toolbag. However, at some point when i get the time, i'd like to write a little python script that batches out screenshots for you.
