CPUs are almost never bad, it's incredibly rare. Motherboards on the other hand most certainly can have issues. Generally though I suspect the power supply before the motherboard when weird problems occur like that.
@visionarymindful I had a 17" inspiron that lasted 10 years but that was a long time ago and maybe I got lucky. There are a lot of 15" powerful laptops that are less than $1000 if you're willing to go with a smaller screen.
@disanski I'd replace the PSU with this one (Gold rated instead of bronze, 5 stars on newegg instead of 4, 30W more power, and only costs $5 over the one you have selected), but otherwise everything there looks fine.
If you're building a PC right now you should be looking at the Ryzen 5000 series CPUs, and Geforce RTX 3000 series GPUs. Though since they're brand new it might be hard to find them, at least at MSRP (lot scalpers and retailers jacking up prices atm). Water coolers are only really necessary for PCs that'll be overclocked…
@Iziaky01 Looks good overall. If your PSU is over 5 years old you may want to consider buying a new one too. Bronze rated power supplies (like the one you listed) generally are only rated to last 5 years before their warranty expires.
If power draw is a major concern, I'd recommend looking into undervolting. A 3090 for instance can run at as much as 100W below stock if you want it to. The upcoming 4080 16GB would also be a decent option depending on if 16GB of VRAM is enough for your needs, and assuming it can undervolt as well as Ampere cards.
