UE4 doesn't support parametric modifier animations. So yes, doing it in the UE mat ed is the way to go. Also, your thread title contains an oxymoron. ;)

I think your best bet would be to reproduce the effect via UE4's material editor, they actually did a livestream where they went over using materials to control mesh displacement. Which I believe can be used to give you the result you're after: https://www.youtube.com/watch?v=oPLQOViA8CA
