Hmm if your sure it's the mesh normals then try putting in the mesh from 3ds max into unreal before it goes through speedtree just to troubleshoot that a little. In speed tree make sure your 'normal bias' option is set to 1 that should help if it's not
If you have speed tree for unreal then no there isn't anyway that I'm aware off. You should just place a couple of the planes you export from max around to make a small grass patch in max export and give it the material see if it happens with that mesh and then you will know if it is the normals or material.
