Promoting your skins in your own thread is fine. That user however is not maintaining a work-in-progress thread. They posted everything after the fact, each post minutes apart. If I were judging, I would disqualify that skin.
Usually the best way to do this is to leave the first post as you originally wrote it, but add a section at the top with a single "latest progress" image, a little bit of text saying something similar, then a divider between this edit and the rest of the original post.
WIP= Work in progress. Wich means you have to create a thread where you present us your working process from the concept to the final result, with screenshots. So you should start thinking of what you want to do, and keep note of it.
All your submission materials go into your Workshop. The WIP thread is just for work in progress, to show your work steps. You add a link to that thread in your entry. There are other things to add to your entry too. See the first post of this thread for details.
