It's hard but it's not impossible - just work at it. If you can only do 1 hour of work a day then do it, if you can only do 30 minutes of work that's fine too. Those hours will add up over time.
You should be able to accumulate up to 60 hours to work on personal art per week on top of a full-time job. 6 hours on weekdays after work, and two 15 hour days on the weekend. This was my schedule for a while when I was freelancing on top of a full-time non-industry job.
