It isn't a licensed engine (middleware excluded, of course). It's an extremely modified version of the engine which powered CA's earlier console games, all developed inhouse at CA.

We have our own engine (which is nothing to do with the Total War engine) and our own team of AI programmers (none of whom worked on Rome 2). interestingly they never mentioned what engine this game is built on, it looks like a highly capable one for at least interior use and funnily it always looks a bit Unreal4ish.
