The blue screen error occurs when windows meets an error it does not know how to handle or when things in your hardware are in danger like when your CPU gets too hot. Don't reinstall windows. That's just overkill. The contents of the .DMP file will give more info, as well as the bluescreen itself if it stays up long enough.
