There isn't enough detail in the low poly curvature to follow high poly. You will need to add edge loops to the circle to make it more...circular. -

If you're grabbing the gizmo from the center (the yellow circle) this actually overrides snapping settings. As Jet_Pilot suggested, you will need to use the handles for snapping. -
