Thanks Zakhar2! That helped a lot I switched the filter type off and turned the bump options to Tangent Space, then I switched the rendering to Mentalray. This is the result:

I am having a problem with the default layered shader that I am using in Maya as it only seems to render out the top layer in Mentalray. Does anyone know why this is happening? mentalray works fine for most baking, you can just crank up specific filters which have sharpening effects and it gives you a decent result.
