That's a normal behavior on Windows. No need to reinstall your OS. :) Can you try deleting the "allegorithmic" folder present in the shelf folder and restarting Substance Painter ? As i know quixel is using large wooden box with led lights on each side. The technique is almost same as Allegorithmic has with paperbox. About translucency don't know but thank you for the Dabarti tool. Didn't know about this. Looks easier then Allegorithmic solution because you don't care about direct light position -
