It's a good design but in my opinion, people might be confused between Storm Spirit and Phantom Assassin with that hat. I suggest something other than the sugegasa. Also another reason where confusion might add up, the 2 heroes general colors are almost the same.
With dotas style it is super simple to polypaint hair with just a standard brush and claytubes, maybe modified some to your tastes. Vlad has this CM hat that has some nice hair polypaint shots http://www.workshophatemachine.com/2013/09/30/cm-shapka-making/

Congratulations to those who got in! Before I started modeling and paying attention to workshop submissions, I thought getting accepted would be so easy since Valve added hats all the time. How different things are now. XD There is so much good content coming out!
@MDK I would definitely upload his head item as two styles. With and without hat. Hair itself looks totally fine as an standalone!! As a side not, maybe consider making chest armor a little brighter with a gradient light from top so it would appear a bit more round.
Looking at it from game perspective , your item has to change the hero ( in a positive way ofc) . having the same hat shape wont be just as noticed. but thats my personal opinion. check out my sword , it stands out but not that much. http://steamcommunity.com/sharedfiles/filedetails/?id=128919602
I like the shape of this as well as the colors, I just think that you can push the masks further, especially with the metal parts. I would say increase the metal just a bit and then increase the spec on the metal, but add some darker spots in the spec, like dirt and stuff to break it up. Keep at it! Happy hatting!
