are you talking about local transformations(transform palette)? That has been in 3.1 just not enabled by default, it sets the pivot to the location of whatever the latest stroke was
-dublicate the object that has the transform you want -select that object than the object you wished had the proper transform values -modify > replace objects.
Use the transform toolbox instead, Edit Menu->Transform Toolbox. You can set the number of degrees to rotate, and also bind the rotation button to a hotkey if needed.

@Talon: In the Preferences > 'General' tab > 'Ref. Coord. System' > check 'Constant'. This will keep your transform mode the same across all transform tools whenever you switch it.
I like this idea. Also maybe a reset button on the movement, and rotation transform; so we don't have to type "0.0" in each box, for each object to reset the transformation.
It's actually completely *predictable*. If you have a tool selected other than a transformation tool, just click back to a transformation tool to be able to right click select UV's again.

I've got a couple custom toolbars with scripts, completely redone the interface etc. What files do I need to throw on a usb key to get it all back on the other side? Will doing a Customize->Save custom UI setup also…
