Thats a ridiculous and highly biased way to look at it. You make the assumption that no one was happy with the policy, how do you know who was or was not happy with it? Looking a lot better already. If you're after softer shadows, go back to shadow map and adjust the sample range not the bias. The bias just moves the shadow around.
