Yeah those shadows are definitely a simple octagon. And I wouldn't be surprised if the reflection texture was a single screenspace one instead of a cubemap. But if you're just emulating the style, yeah stick to about 500 tris and a 256² with a simple cubemap in engine.

I agree 20k is a reasonable polycount these days, most next gen real time renderers can handle alot of polygons (possibly more then you would need:P) its the texture size and advanced material/lighting effects that really cause the significant slowdowns. I want this to turn into a serious sport. Imagine putting in F1 budgets into a bot with world class engineers. Maybe in the multi ton class...like a 50ton tank with a spinning disk on top would be pretty rad. Perhaps not realistic though, to spend that kind of money on something that will surely get destroyed.
