Like CB says it's a tangent space issue between the renderer and the bake. Theres nothing wrong with the distortions in your bake the bake is just trying to counter compensate the smoothing on the lowres mesh against the highres mesh. ZRemesher will work for retopologizing, yes. Because it destroys your original mesh, you will want to work on a copy of your original sculpt in case you want to go back to your original.
