Your mesh looks like it has no normal map or specular/gloss at all in Toolbag. Can you post a screenshot of the material setup in Toolbag?Also, what export setting did you use in painter?

I highly recommend the built-in baker in Marmoset Toolbag 3. It lets you to be in full control of your high poly, low poly and cage meshes with bake groups: https://marmoset.co/posts/toolbag-baking-tutorial/

Hi! A helmet inspired by a couple of different military helmet i found browsing the web. High resolution model made in Maya and Zbrush. Low resolution made in Maya. @pior yeah it was more of a question as to whether blenders normal tangent match toolbags tangent so if I were to add the decal normals to the toolbag bake, would it cause any issues? I reckon that's a moot question though.
I wouldn't use the baking tools in Mudbox or Zbrush, get a dedicated baker like xNormal, Knald, Marmoset Toolbag, etc. The best results section of this tutorial covers floaters: https://www.marmoset.co/posts/toolbag-baking-tutorial/
