I am not super familar with how Painter handles dithering, so you may need to look into that more yourself. I would imagine it's simply a matter of exporting an 8 bit file though. In Photoshop, if you convert from 16 bit to 8 bit it will dither the image automatically.
DVD: $20 for 2-3 hours Game: $50 for 8-12 hours Seems like a good deal to me. Not sure why people feel ripped off when a game is 8 hours. I've found that I tend to get bored with the game after 10-14 hours.

Isn't character and vehicle a bit much for 8 weeks? Escape had 10 weeks for character, environment or vehicle and Brawl has 7 weeks for a character or environment. Answer: 8 weeks should be fine. You're also welcome to team up if you find it a bit tight.
I definitely remember a thread on here a while back in which someone stated something along the lines of: "Use generic units and set home grid settings to 16, 8, 8" You can access the home grid settings by right clicking the snaps icon, there will be a tab for it.
Using maya 2014 64bit with windows 7 and a hd 6950 with no issues. Your problem might be a bad installation of windows 8. I am not sure if windows 8 has comparability mode like windows 7 and vista but if it does try setting it to windows 7 and run it.
I tried that just now and it gave me the shitty 8 bit swirls when I tested it in zbrush I also tried saving as a psd, jpeg, png, and tiff, still get the same result, either the weird pixelated version or the 8 bit swirled version

What processor do you have and what is it clocked at? A dual-core pentium processor will run much slower than an i7 with 8 logical processors. Right click my computer --> properties to see the CPU otherwise, windows+x, then press why to get the same windows open in Windows 8.
xNormal bakes 16-bit .tif files. When you import them to PS, go to Image -> Mode -> change to 8-bit. It converts the image to 8-bit with a very slight noise dithering. But I'm not sure how Quixel Suite handles 16-bit textures, or does it support it either.
