Edge padding won't fix this. You're seeing white because the background is white. Change the background color to match the averaged color of the alpha or just use xNormal's dilation filter in PS.
Axi5, yep I have been running both ps and ndo in administrator mode. I swear, I've tried every little trick and setting configuration that I can think of.

The render output will look something like that, but it actually saves the normal map correctly. Did you try to open the saved file in PS? edit :^^ you guys are pretty fast lol

thanks chadabees, I did some passes using mental ray render elements and comp them in PS. Raw mr reflections and raw spec mainly besides the render itself.
