I have learnt in the past two weeks that HDA bugs are highly dependent on houdini/unreal version combo. I'd advise against being on the latest versions of either - Houdini 20.5 and Unreal 5.3 seem solid.

He's saying the same thing we are saying. He's baking with Substance Painter (mikkT) for Unreal (mikkT). His info is out of date for Unity 5.3, but it applied to 5.2 and older.
