Option C, the guy with charisma and talent. Why settle for someone who is deficient in one or two categories. If you're going to take the time to interview people might as well find the right candidate that has it all. Seems kind of pointless to settle for broken merchandise. -

Yes this is done for legal reasons. A lot of guns will also be slightly different from a real gun as well for this reason. Some games have licenced weapons though.
