just convert the paint fx to geo. It should be textured still. Then just setup some planes. Use transfer maps to do a diffuse, and alpha transfer. But he was definitely rocking dog ugly diffuse maps ZZZZZZZZZZZING! Who thought that dungaree texture was a good idea... I'd say many of Nintendo's latest use normal maps. Don't make the sclera white, don't make the sclera too bright. The diffuse of the sclera should not be too much lighter or brighter than average Caucasian skin. Keep in mind that the eye also has sss so you don't want harsh shading. Make sure the specular isn't too intense, the specular should be pretty subtle or else… -

PNG files don't display alpha in the viewport automatically. You need to apply it to the diffuse and opacity channel. In the opacity channel change the alpha source setting as Joeriv indicated.
