I think object space normalmaps don't use the normals of the lowpoly at all just override them but tanget space works together with the lowpolys normals. -

Have you checked the "use cage '' option on painter? and just use images next time. Edit: And "Compute tanget space" when importing the mesh. -

You should use the final world space normals after the tanget space transformation to mask the snow, so that you get some snow on the edges of those bricks -
Re: Lightmaps look ok on hard edge, not on soft edge with normalmap (UE4)
I just tried this, and the result was the same for the lightmap but my normalmap had strange shading effect. I tried to bake with another tanget space plugin on designer but same result :/ . -
