It's been a little while since I last used UDK but from what I remember lit mode without any lights in the scene should be black. If you're planning on having a directional light, why not just put one in? It'll probably be the most important light in the scene anyway so you might as well start with it.
The Mesh itself looks pretty good. But the presentation with the Trees need some work in my eyes. The trees looking very similar (1 Tree?) and maybe its a good idea to add a bit of foliage just to make the whole scene look more interesting. For your train station scene Id go and really try and match the concepts lighting intensity, its a very strong contrast from very bright to medium...also get those hologram signs in there, the scene needs that orange color to break it up..also get some floor and wall decals to add some grittiness to it.

The overall read of the scene is much better with the new lighting! For me, the greenish mist / fog is a bit flat. Did you try working with some volumetrics on it? I did some quick CC on the scene to make the light sources pop more (adds dynamic and more dramatic mood to the setting). What do you think?
