Nice progress :) A few areas are still highpoly for this kind of mesh for example the grid could be baked down to a plane.

Yes. Set the screen resolution to the desired size. You can use a console command for this. For example, "r.setres 400x1000w".

Does .OBJ even support vertex colors out of the box? Try exporting using FBX format for example
