I will need to confirm, but I believe that it's with the NFL and the players' union. This means that no players could be used in any way if they are portrayed as having anything to do with football. So sure, you could put Peyton Manning in a martial arts game, but not in any type of football type game.

Unless of course, whats being portrayed looks a lot better than what you currently have. All I'm saying is your water need to have more direction and have high and low frequencies. If I were you I'd move onto a different area instead of getting caught up with the water, and come back to it at a later point.
A few suggestions; - 3/4 views - Game-size images - Smoothing the normals on the models - Have the information on the side - Upload as a .psd and have layers with/without weapons/armour - Add more space around the model, there's barely any room to add stuff - Portait view of each hero
