G,S,R really only make sense as hotkeys in English. Of course, to be fair, there are other snags assigning keys assuming everyone has Qwerty keyboards too. Maybe I'll see about putting some zip files of Blender bundled with the Cessan keymap and get some non-Blender users to try it out and see what they think.
