I think the short legs worked better than the longer ones as they were more distinctly stylised. The slightly more realistically proportioned legs actually throw the balance of the character out further and is a bit less appealing than your original design. I think the 3D system in Photoshop is the closest thing you'll get, since it supports most of the painting tools. Can do tiling/mirroring/etc. with UV offsets on a plane.
